He transferred to the Collin County Area Office in 1990 where he
served as a construction project engineer, area office design manager, and progressed to assistant area engineer. Promoted in 2004 to area engineer for the Collin County Area Office, he was responsible for planning, design, construction, and maintenance operations.
In 2006, Kelly was named the Dallas District Director of Transportation Operations. He became the Director of Transportation Planning and Development for the Dallas District in 2009. Prior to his appointment as district engineer, Selman served as deputy district engineer, a post he held since 2010. Selman graduated from Texas A&M University with a bachelor’s degree in civil engineering in 1986. He became a licensed professional engineer in 1991.
A native of Whitewright, Selman is in his 19th year as a member of the Whitewright ISD Board of Trustees. He also serves on the Whitewright 4A Economic Development Board, is a Deacon at the Whitewright Church of Christ and a founding member of the Whitewright Youth Baseball/Softball Association. He and his wife, Denise, have three children and two grandchildren.
