Joe Newman was hired as CEO of the DeSoto Economic Development Corporation in Feb. Prior to that, he was with the Greater Elgin Area EDC from 2011 to 2016 and the Greater Bastrop EDC from 1999 to 2011.
Newman's past career stops include the Houston Division of the Capital Certified Development Corporation, the State's largest SBA-504 lender. For six years, he was President/CEO of (and a Registered Lobbyist with) the Texas Economic Development Council (the nation's largest statewide association of economic developers)

Newman worked in the Local Government Division of the State Comptroller’s Office where he oversaw implementation of the special sales tax dedicated to Economic Development. He assisted hundreds of cities in passing the new funding source. Early in his career, he served as Executive Director of the Ennis & Palestine Chambers of Commerce for a total of 10 years where he created numerous tourism-related programs/events.
Newman is a graduate of the Economic Development Institute at the University of Oklahoma. He taught ED Courses at Texas A&M and wrote numerous articles on economic development.
Joe Newman enjoys playing guitar/piano/banjo/mandolin, scuba diving, skydiving and golf. An avid photographer, motorcyclist and Rotarian, Joe recently celebrated the 25th anniversary of his 39th birthday! He is a native Texan with 3 grown children, 8 perfect grandchildren and 2 imperfect Boxer pups, declaring, “I aspire to be the kind of man my dogs think I am!”
